Well, there are a lot of factors that should be thought about before you decide to target a 0 volume keyword.

if your industry is emerging, then we would expect to see a lot of zero search volume keywords, but you can relate those to other similar industries to get a feel of what the potential keyword could be and then target that selection of keywords.

There are many high-volume keywords in your industry, but your website hasn’t got enough authority to compete with the sharks of the search world just yet; this is a consideration I would take if you want users on your site as soon as possible, whether it’s four users or one.
